New Manufactured Trailer Registration
New Manufactured trailers must bring the following documents to register in Georgia. If owner cannot be present, a limited power of attorney (T-8 form) and a copy of absentee driver license must be submitted appointing the person who is bringing the trailer’s title.
If it was:
PURCHASED IN GEORGIA
Shipping weight over 2001 lbs requires a Title and Tag fees:
- MSO (Manufactured Statement of Origin) or MCO (Manufactured Certificate of Origin) with the 12 digit Georgia Dealer Number if purchased in Georgia.
- Bill of Sale or Receipt from where it was purchased showing that sales tax was collected
- Georgia Driver’s License with the Hall County address.
Shipping weight less than 2000 lbs requires Tag fees but no Title:
- MSO (Manufactured Statement of Origin) or MCO (Manufactured Certificate of Origin) with the 12 digit Georgia Dealer Number if purchased in Georgia.
- Bill of Sale or Receipt from where it was purchased showing that sales tax was collected.
- Georgia Driver’s License with the Hall County address.
PURCHASED OUT OF STATE
Shipping weight over 2001 lbs requires a Title and Tag fees:

- Bill of Sale or Receipt from where it was purchased, proving that Sales Tax was collected in the state in which it was purchased; otherwise, sales tax will be collected at the time of titling.
- Georgia Driver’s License with the Hall County address.

Used Trailer Registration
Shipping weight over 2001 lbs requires a Title and Tag fees:
- Certificate of Title properly assigned.
- Georgia Driver License with the Hall County address.
- Bill of Sale or Receipt from where it was purchased showing that sales tax was collected. Sales tax not required if purchased from an individual.
- If sold by a dealer in the state of Georgia, the dealer’s 12 digit Georgia Dealer Number is required.
Shipping weight less than 2000 lbs requires Tag fees but no Title:
- Copy of seller’s registration is required attached with their bill of sale.
- If there has been a break in the chain of ownership, or if the trailer VIN is not in the Georgia registration system, a VIN inspection will be required using for T-22B.
- Georgia Driver’s License with the Hall County address.
Homemade Trailer Registration
Homemade trailers are required to have a serial plate affixed before the trailer can be registered and a license plate issued. Serial plates and license plates can be applied for at the Hall County Tag Office. There is a $5.00 charge for the Serial Plate. The following process is required:
- Submit a signed and notarized Form T-23 Homemade Trailer Affidavit.
- Receipts of materials used to build the trailer are required.
- The County tag agent will provide Form T-22C (Permission for County Assigned Serial Plate for a Homemade Trailer) and serial plate with a unique number.
- Serial plate must be permanently affixed to the trailer with rivets and a Georgia Law Enforcement Officer must complete Form T-22C certifying that the serial plate has been affixed to the trailer and it is well secured. You may call the Hall County Sheriff’s office at 770-718-3281 to schedule a deputy to conduct the verification.
- Submit the completed Form T-22C to your County Tag Office with:
- $12.00 license plate fee.
- Applicable Ad Valorem tax.
- The serial plate number is used as the vehicle identification number (VIN) or serial number in any subsequent motor vehicle transactions.
- A valid Georgia Driver’s License or ID is required for issuance of both plates.
Note: Georgia does not issue titles for homemade trailers or trailer weighting 2,000 lbs. or less.
Registering a Boat Trailer (No matter the weight, will only be registered as a non-title)
If a business or a dealer sells you a boat trailer, you should bring:
PURCHASED IN GEORGIA NEW
- MSO (Manufacture Statement of Origin)
- Bill of sale if it was purchased from a business
- If sold by a dealer in the state of Georgia, the dealer’s 12 digit Georgia Dealer Number is required
- Georgia Driver License with the Hall County address
PURCHASED IN GEORGIA USED
- Copy of seller’s registration is required attached with their bill of sale.
- If there has been a break in the chain of ownership, or if the trailer VIN is not in the Georgia registration system, a VIN inspection will be required using for T-22B.
- Georgia Driver’s License with the Hall County address
PURCHASED OUT OF STATE NEW
- MSO (Manufacture Statement of Origin)
- Bill of Sale or Receipt from where it was purchased, proving that Sales Tax was collected in the state in which it was purchased; otherwise, sales tax will be collected at the time of titling
- Georgia Driver’s License with the Hall County address
PURCHASED OUT OF STATE USED
- Out of State title or bring the Bill of Sale with a copy of the last registration card with the Seller’s name, attach both documents and present them to a clerk.
